European View is the open access policy journal of the Wilfried Martens Centre for European Studies, the official think-tank of the European People's Party. The journal contributes to the debate on the most important fields of European and international politics. What makes the European View unique is its hybrid nature – its capacity to involve both esteemed academics and experts on the one hand, and high level politicians and decision makers on the other. Presidents and Prime ministers are regular visiting authors of the European View.

    Please read the guidelines below before submitting a proposal for an article or a draft manuscript to European View (EV). Both proposals and manuscripts should submitted via email to ev@martenscentre.eu and addressed to the Assistant Editor-in-Chief. All potential contributors must approve the title and abstract with the editors of EV.

    Only high quality manuscripts that meet the aims and scope of EV will be published.

    There are no fees payable to submit or publish in EV.

    As part of the submission process you will be required to warrant that you are submitting your original work, that you have the rights in the work, and that you have obtained and can supply all necessary permissions for the reproduction of any copyright works not owned by you, that you are submitting the work for first publication in the Journal and that it is not being considered for publication elsewhere and has not already been published elsewhere. Please see our guidelines on prior publication and note that EV does not accept submissions of papers that have been posted on pre-print servers.

    EV is an open access journal. Each article accepted by peer review is made freely available online immediately upon publication, is published under a Creative Commons license and will be hosted online in perpetuity. There is no charge for submitting a paper to the journal.

    2. What do we publish?

    EV is the policy journal of the Wilfried Martens Centre for European Studies, the political foundation and think tank of the European People‘s Party (EPP). It is an intellectual platform that enables politicians, opinion makers, and academics to tackle contemporary themes of European politics, focusing on a main topic and current affairs in each issue. What makes EV unique is its hybrid nature—that is, its capacity to involve both esteemed academics and experts on the one hand, and high-level politicians and decision makers on the other. Former prime ministers and ministers are regular contributors to EV.

    The Martens Centre embodies a pan-European mind-set based on centre-right, Christian Democrat, conservative and like-minded political values. It serves as a framework for national political foundations linked to member parties of the EPP. Its research activities are divided into six clusters: party structures and EU institutions, economic and social policies, EU foreign policy, environment and energy, values and religion, and new societal challenges. The Martens Centre has four main goals: advancing centre-right thought, contributing to the formulation of EU and national policies, serving as a framework for national political foundations and academics, and stimulating public debate about the EU.

    2.1 Aims & scope

    Before submitting your manuscript to EV, please ensure you have read the Aims & Scope.

    2.2 Article types

    EV is published two times per year and it tackles the entire spectrum of Europe’s political, economic, social and cultural developments.

    The maximum word limit for an EV article is 3,000 words, which includes the main text, the citations, the reference list, and the author biography. EV makes no allowance for 10% extra words. Submitted manuscripts that exceed the word limit will not be reviewed.

    Each manuscript submitted to EV should include the following seven elements:

    1)     A title and an optional subtitle

    2)     An abstract of maximum 150 words

    3)     The name of the author below the title and the author’s contact details in the first footnote;

    4)     6-8 key words describing the content of the article

    5)     An introduction, the main headings (and subheadings), and a conclusion

    6)     A reference list after conclusions where are all the sources cited in the article are listed alphabetically

    7)     A high-resolution picture of the author and a three-line author biography.

    2.3 Writing your paper

    The EV style guide summarises the necessary information on how to prepare your article following the correct style and according to the journal’s standards.

    The Sage Author Gateway has some general advice and on how to get published, plus links to further resources. Sage Author Services also offers authors a variety of ways to improve and enhance their article including English language editing, plagiarism detection, and video abstract and infographic preparation.

    3. Editorial policies

    3.1 Peer review policy

    All manuscripts submitted to EV undergo an internal peer-review process conducted solely by the staff of the Martens Centre.

    After the manuscripts have been revised based on the comments received, they will undergo two rounds of professional language editing.

    3.2 Authorship

    All parties who have made a substantive contribution to the article should be listed as authors. Principal authorship, authorship order, and other publication credits should be based on the relative scientific or professional contributions of the individuals involved, regardless of their status. 

    Please note that AI chatbots, for example ChatGPT, should not be listed as authors. For more information see the policy on Use of ChatGPT and generative AI tools.

    3.3 Acknowledgements

    All contributors who do not meet the criteria for authorship should be listed in an Acknowledgements section. Examples of those who might be acknowledged include a person who provided purely technical help, or a department chair who provided only general support. 

    3.3.1 Third party submissionsWhere an individual who is not listed as an author submits a manuscript on behalf of the author(s), a statement must be included in the Acknowledgements section of the manuscript and in the accompanying cover letter. The statements must:

    • Disclose this type of editorial assistance – including the individual’s name, company and level of input
    • Identify any entities that paid for this assistance
    • Confirm that the listed authors have authorized the submission of their manuscript via third party and approved any statements or declarations, e.g. conflicting interests, funding, etc.

    Where appropriate, Sage reserves the right to deny consideration to manuscripts submitted by a third party rather than by the authors themselves.

    3.4 Funding and Declaration of conflicting interests

    EV requires all authors to acknowledge any funding to the editors and to include a declaration of conflicting interests. Good practice guidelines for this are available on the Sage Journal Author Gateway.

    5. Publishing policies

    5.1 Publication ethics

    Sage is committed to upholding the integrity of the academic record. We encourage authors to refer to the Committee on Publication Ethics’ International Standards for Authors and view the Publication Ethics page on the Sage Author Gateway.

    5.1.1 Plagiarism

    EV and Sage take issues of copyright infringement, plagiarism or other breaches of best practice in publication very seriously. We seek to protect the rights of our authors and we always investigate claims of plagiarism or misuse of published articles. Equally, we seek to protect the reputation of the journal against malpractice. Submitted articles may be checked with duplication-checking software. 

    5.1.2 Prior publication

    If material has been previously published, it is not generally acceptable for publication in a Sage journal. However, there are certain circumstances where previously published material can be considered for publication. Please refer to the guidance on the Sage Author Gateway or if in doubt, contact the Editor at the address given above.

    5.2 Contributor's publishing agreement

    Before publication Sage requires the author as the rights holder to sign a Journal Contributor’s Publishing Agreement.  EV publishes manuscripts under Creative Commons licenses. The standard license for the journal is Creative Commons by Attribution only (CC BY 4.0), which allows content to be copied, adapted, displayed, distributed, re-published or otherwise re-used for any purpose including for adaptation and commercial use provided the content is fully attributed.

    Alternative license arrangements are available, for example, to meet particular funder mandates, made at the author’s request.

    6. Preparing your manuscript

    6.1 Formatting

    The preferred format for your manuscript is Microsoft Word (doc/docx).

    6.2 Reference style

    EV uses Harvard referencing—that is, in-text citations with a reference list at the end. Precise instructions as to in-text citation and preparing artwork, figures and other graphics are available in the EV style guide.

    6.3 Permissions

    Please ensure that you have obtained reproducing any illustrations, tables, figures or lengthy quotations previously published elsewhere.     7. On acceptance and publication

    If your paper is accepted for publication, you will first be asked to complete the contributor’s publishing agreement. Your article will then be prepared for publication and can appear online within an average of 30 days. 

    7.1 Sage Production

    Your Sage Production Editor will keep you informed as to your article’s progress throughout the production process. Proofs will be sent by PDF to the corresponding author and should be returned promptly.  Authors are reminded to check their proofs carefully to confirm that all author information, including names, affiliations, sequence and contact details are correct, and that Funding and Conflict of Interest statements, if any, are accurate.

    7.2 Online First publication

    Online First allows final articles (completed and approved articles awaiting assignment to a future issue) to be published online prior to their inclusion in a journal issue. 

    7.3 Promoting your article

    The Martens Centre helps authors to promote their published articles by using its extensive database of contacts and its social media channels (article animations, blog promotion, and launch event). All articles will be promoted on the Martens Centre website as well as through social media. The Martens Centre also organises a public launch event for every EV issue.
