The 2021 American Rescue Plan Act temporarily transformed the federal Child Tax Credit into a more generous, accessible, and frequently distributed cash payment. Though the expansion expired after 2021, its effects continue to inspire active debate around its reinstatement, as well as the creation of similar state-level policies. How should we understand the Child Tax Credit expansion in historical and comparative context? What did it achieve, what did it not, and what insights can inform future policy?
